Haldon Pier to the South and Princess Pier to the West , form Torquay Harbours main breakwaters
and give shelter to the enclosed harbour facilities.
The Inner Harbour has a Cill , which stops the harbour from drying out at low water ,
and retains water at mid tide levels .
